Small and mid-sized Metropolitan Planning Organizations (MPOs) lack the resources to implement all the proliferating performance measures (PMs) for various documents and processes.  In addition, most of the PMs are so technical that lengthy, that few in the public ever try to understand them.  This SMART Transformation PM method has developed an integrated process that focuses limited resources and while maximizing public outreach and balancing PM requirements.  The process can provide a template for development of integrated PM process in other small and mid sized MPOs.
